According to the data, these leading firms are three times more likely to report definitive ROI from their AI initiatives.

Cloudflare CEO Matthew Prince states the case plainly. "Having a modern and secure foundation is non-negotiable for success with AI," he said in the report's release. Without it, growth stalls and cyber risks multiply.

The report found that 73% of leading companies centralize technical decision-making with a small group, cutting through bureaucracy that paralyzes their competitors. This streamlined approach allows them to dedicate over half of their developer effort to maintaining and improving existing systems—a strategic investment in stability that frees them to scale and innovate.

In contrast, companies falling behind are often caught in a cycle of reactive fixes. They modernize only after a security breach or a compliance mandate, a costly and disruptive pattern. Their developers spend most of their time building new features on shaky foundations instead of strengthening their core infrastructure.

For engineering directors, the path forward is clear. Consolidate tools, centralize governance, and treat security not as a checklist but as an integral part of the development process. As the report concludes, in 2026, proactive modernization won't just be a technical project—it will be the defining business strategy separating industry leaders from the rest.
