Russia to Require AI Models to Confirm Compliance With Law and Traditional Values by 2027

Russian developers of artificial intelligence models will have to confirm their compliance with Russian legislation and traditional spiritual and moral values starting March 1, 2027, according to Anton Nemkin, first deputy chairman of the State Duma committee on digital development and AI and federal coordinator of the United Russia party's "Digital Russia" project.

Nemkin said the requirement means AI development in Russia must involve not only technical checks but also an assessment of compliance with legal norms and the value guidelines set out in legislation. He called the move a fundamental step in building a domestic system for regulating AI.

He stressed that the new rules must not remain a declaration: verification rules should be clear, transparent and uniform for all market participants, and it is unacceptable for compliance to depend on a formal approach or on developers interpreting the law solely in their own interests.

The government is tasked with establishing the procedure for confirming compliance, including clear criteria, procedures and liability for violations. Nemkin said developers should know in advance what requirements apply to their models, what materials and test results they must submit, and how oversight will be organized. The more specific the rules, the less room remains for arbitrary interpretation, he said.

Nemkin noted that Russia needs competitive AI models capable of working effectively in education, healthcare, industry, public administration and other areas, and that the state's task is to balance technological development, legal compliance and protection of public interests. Clear requirements can boost trust in domestic solutions and set common guidelines for developers and users, he concluded.
