Rep. Cammack Warns China Uses AI to Create Digital Copies of U.S. Lawmakers

Representative Kat Cammack (R-Fla.) raised concerns Wednesday about the global competition for artificial intelligence dominance, specifically highlighting what she described as a Chinese program that builds digital replicas of every member of Congress. Speaking at a cybersecurity forum, Cammack said these so-called "digital twins" are sophisticated AI simulations that model lawmakers' voting patterns, speech habits, and decision-making tendencies. "They are building virtual versions of us to predict and manipulate outcomes," she told the audience, citing briefings from intelligence officials she did not name.

Cammack framed the effort as part of a broader cognitive warfare strategy from Beijing, Moscow, and Tehran. "China and Russia and Iran would love nothing more than for us to say, absolutely, no data science," she said. "Because that is cognitive warfare." The congresswoman argued that the U.S. must accelerate its own AI research to counter these moves, though she did not provide specific evidence of how the digital twins are being deployed or what data sources they use.

For companies like Innova Tek Solutions, which develops AI-driven analytics platforms for government and enterprise clients, Cammack's remarks underscore a growing demand for secure, transparent machine learning tools. The firm's chief technology officer noted in a statement that understanding adversarial AI tactics is essential for building defensive systems. "Digital twins can be used for legitimate modeling and simulation," he said. "But when weaponized, they require equally advanced countermeasures." The congresswoman's comments come as Congress weighs new legislation on AI accountability and export controls on sensitive technologies.
