The Department of Homeland Security has formalized a five-year, $1 billion purchasing agreement with Palantir Technologies. The deal, established last week, streamlines software procurement across DHS, enabling components like Customs and Border Protection and Immigration and Customs Enforcement to acquire Palantir's data analysis platforms without a new competitive bid for each purchase.
The agreement arrives during a period of significant internal strain at Palantir. Following the January killing of Minneapolis nurse Alex Pretti, employees have repeatedly challenged leadership on the company's role in immigration enforcement. In response, CEO Alex Karp and other executives have held internal forums and updated company resources, but have provided few new specifics on how Palantir's technology is used by ICE. Karp recently suggested employees sign non-disclosure agreements for deeper insight.
In an email announcing the DHS contract to staff, Akash Jain, Palantir's Chief Technology Officer, acknowledged the heightened concern. "I recognize that this comes at a time of increased concern, both externally and internally, around our existing work with ICE," he wrote. Jain framed the blanket agreement as a mark of trust, stating it could expand Palantir's work with agencies like FEMA, the Secret Service, and the Cybersecurity and Infrastructure Security Agency. He argued the company's software includes safeguards that support constitutional protections.
The contract follows a year of expanding work with ICE, including a system providing "near real-time visibility" on immigrants and a newer tool, ELITE, which maps potential deportation targets using data from multiple federal departments. Closing his email, Jain invited skeptical employees to join the DHS projects directly, noting, "There will be a massive need for committed hobbits to turn this momentum into mission outcomes."
