OpenAI has suspended its planned 'Stargate' data center project in the United Kingdom. The company confirmed the pause, citing the nation's high industrial energy costs and an evolving regulatory framework as primary reasons.

First reported by Politico, the project was announced last September as a partnership with infrastructure firm Nscale and chipmaker Nvidia. Initial plans involved deploying up to 8,000 graphics processing units (GPUs) by early 2026, with a long-term vision to expand to 31,000 units. The infrastructure was intended to support local AI model processing for UK public services, financial institutions, and national security applications.

A spokesperson for OpenAI stated the company remains engaged with the UK initiative but will proceed only when conditions support a long-term investment. 'We continue to explore Stargate U.K. and will move forward when the right conditions such as regulation and the cost of energy enable long-term infrastructure investment,' the spokesperson said.

The decision deals a blow to the UK government's ambition to become a global AI leader. OpenAI had signed a memorandum of understanding with the government last July, and the Stargate project was a cornerstone of that partnership, slated for sites including the newly designated AI Growth Zone in Northeast England.

Industry observers have long pointed to the UK's expensive power and grid connection delays as barriers for large-scale computing projects. Simultaneously, the government is reconsidering copyright rules that would affect AI training, following significant pushback from creative industries concerned about uncompensated use of their work. A source familiar with the matter told CNBC that discussions between OpenAI and Nscale about a future launch are ongoing.
