OpenAI has announced new commitments to conserve resources and increase transparency, shortly after voters across the country delivered a strong rebuke to data center expansion in the midterms.

The company published a National Community Compact outlining what communities can expect from its future data centers, along with a Compute Campus Policy Blueprint proposing policies meant to give residents a voice and shield them from new costs when a development is built in their area.

OpenAI reiterated that its data center operations will not affect the electricity costs of nearby communities. It says it will pay the full cost of the electricity it uses, as well as the infrastructure buildouts and upgrades power providers need to serve its facilities - a response to concerns that utilities could pass expensive upgrades and power spikes on to residents and local businesses.

The company also pledged to protect local resources and develop a water plan for host communities, prioritizing closed-loop or low-water cooling, in which water circulates through a sealed circuit to absorb and remove heat without being consumed, so the system doesn't need regular replenishment.

On transparency, OpenAI said it will publish water and electricity use for each site and will not sign non-disclosure agreements with public officials. It also promised to create jobs for local workers and businesses.

According to Bloomberg, OpenAI said it had been working on these updates for months and planned them before the election results came out. Regardless, the outcome showed clear public appetite for more oversight: Americans voted in favor of 39 measures restricting data centers in some form, according to Data Centers on the Ballot, and several Democrats who are outspoken critics of AI expansion won seats while proposing federal regulations to control data center activity.
