Mayor Zohran Mamdani has overturned a key digital policy from his predecessor, Eric Adams, permitting New York City agencies to once again use TikTok. The 2023 ban, which cited cybersecurity concerns due to the app's former ownership by China's ByteDance, forced popular accounts like those for Sanitation and Parks to go dark. Now, with new security protocols in place, those channels can reopen.

The shift is framed as a practical move to reach residents. "Our responsibility is simple: Meet people where they are," Mamdani stated. His administration argues that in an era of fragmented information, platforms like TikTok are essential for disseminating news about city services, emergencies, and events, particularly to younger audiences.

Operational changes are strict. Agencies must use dedicated, city-issued devices for TikTok that are walled off from internal email and sensitive data systems. Only designated communications staff, using official email addresses, will manage the accounts.

The policy reversal follows Mamdani's own successful use of social media during his campaign and early tenure. Recent initiatives, like an Instagram video promoting the NotifyNYC emergency alert system, have demonstrated significant public engagement, adding tens of thousands of subscribers in days.

The security context has also evolved. TikTok's operational structure changed in early 2026 under a deal with U.S. investors, including Oracle, creating a domestically managed entity that alleviated previous federal concerns about a nationwide ban.
