The New York Attorney General's office has initiated a major lawsuit against video game giant Valve Corporation, alleging the company's 'loot box' systems constitute illegal gambling that deliberately targets a young audience. The civil complaint, filed in Manhattan Supreme Court, centers on Valve's massively popular titles Counter-Strike 2, Team Fortress 2, and Dota 2.

Attorney General Letitia James stated the randomized digital chests, purchased with real money for a chance at rare cosmetic items, are 'quintessential gambling' and violate state law. The suit argues the practice is especially harmful due to the games' popularity with minors. 'Valve has profited immensely by enabling illegal gambling for virtual prizes,' James said. 'This activity fosters serious addiction risks, particularly for young people.'

The complaint details a lucrative cycle: players buy keys to open loot boxes, often receiving items of minimal value. Valve controls the odds of winning rare digital goods, which can then be resold on the company's own Steam Community Market, generating further revenue. One game interface is described as mimicking a slot machine, with a spinning wheel creating a 'near-miss' effect.

Citing research from the Massachusetts Department of Public Health, the filing notes children exposed to gambling by age 12 face a fourfold increase in developing gambling problems as adults. The state seeks injunctions, restitution, and significant penalties. Valve has not yet issued a public response to the allegations.
