A federal judge in San Francisco has temporarily reinstated government access to Anthropic's Claude AI assistant, ruling that its removal likely amounted to unconstitutional retaliation. The decision by U.S. District Judge Jacqueline Scott Corley stops a Trump administration order that barred federal workers from using the chatbot.

The case stems from public comments made by Anthropic CEO Dario Amodei, who criticized the administration's approach to AI safety. Shortly after, the General Services Administration revoked Claude's access. In her ruling, Judge Corley found the timing "too close to be coincidental" and noted the government's lack of a compelling non-retaliatory reason for the ban. She described the logic behind the removal as an "Orwellian notion."

This preliminary ruling touches a nerve far beyond a single software contract. It questions whether the executive branch can leverage procurement decisions to quiet corporate criticism. For technology vendors, the implications are significant: if a CEO's policy remarks can trigger the loss of a government contract, many companies may choose silence over engagement.

Anthropic argued the ban harmed both its business and federal employees who used Claude for drafting and analysis. The judge agreed the company showed a strong likelihood of winning its First Amendment claim, protecting corporate speech from government retaliation.

The restraining order is not a final judgment. The government can still present security or performance justifications for removing Claude, though it has not done so convincingly yet. For now, the ruling establishes an early boundary in the complex relationship between AI developers and the federal agencies that use their tools. The industry is watching closely, aware that the outcome will influence how openly tech leaders can speak on policy while maintaining government business.
