Google Cloud secured a notable win as Forrester Research named it a Leader in its first-ever evaluation of sovereign cloud platforms. Forrester awarded Google top scores in half of its 28 criteria, including data residency, operational control, and a new benchmark: 'sovereign AI.' This reflects a growing demand to keep not just data, but the entire AI lifecycle—from training to inference—under local jurisdiction.
Google's path diverges from competitors like Microsoft and AWS. Rather than operating dedicated sovereign regions itself, Google's model relies on local partners—firms like Germany's T-Systems or France's Thales—to physically run its Google Distributed Cloud infrastructure. These partners hold the encryption keys and maintain operational control, creating a legal buffer against foreign data access laws.
Analysts noted this partner-operated approach as a key differentiator, addressing a core concern for European buyers. However, the strategy introduces complexity. Maintaining service parity and security across a network of independent operators is a significant operational challenge.
The focus on sovereign AI is telling. Sectors like healthcare and finance need guarantees that AI models processing sensitive data never leave sovereign soil. Google's ability to run its Vertex AI platform within these bounded environments scored perfectly.
