The ceremony took place ahead of the 2026 World AI Conference, which opens July 17 in the Chinese financial hub.

Russian Digital Development Minister Maksut Shadayev and Chinese Foreign Minister Wang Yi signed on behalf of their nations. The founding members include a diverse group spanning Africa, Asia, Latin America, and the Middle East: Algeria, Belarus, Brazil, Cambodia, Congo, Cuba, Ethiopia, Indonesia, Kazakhstan, Kenya, Kyrgyzstan, Laos, Lesotho, Malaysia, Mozambique, Myanmar, Nicaragua, Oman, Pakistan, Senegal, Serbia, South Africa, Tajikistan, Uzbekistan, Venezuela, Zambia, and Cameroon.

The World AI Conference and a high-level forum on global AI governance will run from July 17 to 20 in Shanghai, with the theme "Intelligent Partners - Co-Creating the Future." Chinese President Xi Jinping is scheduled to deliver the opening address, where he is expected to outline Beijing's vision for AI development and regulation on the global stage.
