The French government has issued a decisive order to its ministries: prepare to leave Microsoft Windows. In a directive from the national digital office, DINUM, the state will begin migrating its estimated 2.5 million civil servant computers to the Linux operating system. This isn't an overnight switch, but a structured campaign. DINUM's own offices are transitioning first, with all ministries required to submit detailed plans by autumn 2026.
The motivation is clear and stated publicly by officials: digital sovereignty. Minister David Amiel said France must "break free" from over-reliance on American technology. A DINUM statement was more pointed, arguing the state can no longer depend on "solutions whose rules, pricing, evolution, and risks we do not control." The move targets not just desktops, but collaboration tools, AI platforms, and core infrastructure.
This ambition builds on existing French projects. The national police force has used a custom Linux version, GendBuntu, for years. Other agencies have adopted homegrown messaging apps. The scale, however, is unprecedented for a major economy.
Successful execution is not guaranteed. Analysts note significant costs and potential compatibility headaches with specialized software. Microsoft, for its part, has recently emphasized improving Windows quality and listening to user feedback, though it has not publicly addressed the French decision.
If France succeeds, the implications are substantial. It would provide a blueprint for other European governments expressing similar sovereignty concerns. Germany's Schleswig-Holstein state recently made a similar, smaller shift. The project signals a new era where government procurement, not vendor roadmaps, may increasingly set the direction for core office technology in Europe.
