A new report from the FinOps Foundation shows that financial operations teams are now managing an average of $69 billion in annual technology spending across 861 organizations. With 31% of companies exceeding $50 million in yearly cloud costs, the discipline born to control public cloud bills is transforming. It now governs a wider array of expenses, including SaaS platforms, AI workloads, and data centers.
The 2025 State of FinOps report indicates a significant shift. The framework's principles have been rewritten for broader application, with core tenets like "Business value drives technology decisions" replacing cloud-specific language. This reflects reality: 65% of practitioners now manage SaaS spending, while 63% directly handle AI costs, a figure that has doubled from the previous year.
"FinOps is as important as ever for delivering value from cloud—and increasingly—from other technology investments," the report states. This expansion comes as market analysts project the Cloud FinOps sector will grow from $14.88 billion in 2025 to nearly $27 billion by 2030.
In practice, this means teams are building unified views of all technology spend. Early priorities for managing new areas like AI focus first on understanding cost and allocation before moving to optimization. The goal is moving beyond simple cost-cutting. Successful programs, like one at a European bank that achieved 40% savings through workload rightsizing, demonstrate how disciplined financial operations can fund innovation rather than just curtail it.
As organizations enter 2026, the central challenge remains organizational alignment. The top barrier to maturity is not technology, but culture—getting engineering, finance, and business units to share accountability for how every dollar is spent.
