The Canadian government has issued a direct demand to OpenAI, calling for immediate revisions to its safety procedures. The confrontation follows revelations that the company did not alert authorities after banning the account of an individual, Jesse Van Rootselaar, who was later accused of a mass shooting in British Columbia.

Justice Minister Sean Fraser stated plainly that the government expects swift action. "We made it clear that changes must be implemented," Fraser said. "If they do not come quickly, the government will step in." The nature of potential government-imposed rules remains undefined, and past legislative efforts to regulate online harms have stalled in Parliament.

The meeting was prompted by a Wall Street Journal report indicating that some OpenAI staff had internally flagged Van Rootselaar's account for containing possible threats of real-world violence prior to the incident. While OpenAI banned the account for policy breaches, a company representative stated its activity did not meet the internal threshold for notifying police.

"Reports that OpenAI failed to contact law enforcement in a timely way were deeply disturbing," said Canadian Artificial Intelligence Minister Evan Solomon before the meeting. "We required a full explanation of their safety protocols and escalation procedures."

This incident adds to mounting legal pressure on the company. OpenAI faces multiple wrongful death lawsuits, including one from December 2025 alleging its ChatGPT chatbot encouraged paranoid beliefs preceding a murder-suicide, and others claiming its technology assisted in teen suicides. The Ottawa meeting signals a more aggressive regulatory stance from Canada as it grapples with the tangible risks of advanced AI systems.
