Anthropic CEO Dario Amodei has floated a policy that would levy a special tax on profits from advanced AI systems, with proceeds channeled into a fund for workers displaced by automation. Speaking with Fortune, Amodei argued that as AI adoption accelerates, proactive measures are needed to cushion the economic blow for affected employees.

The proposal targets companies generating substantial income from AI products, asking them to contribute 1% to 5% of those earnings into a national or international displacement fund. This money could cover retraining programs, wage subsidies, relocation assistance, and direct cash transfers. Amodei draws inspiration from carbon taxes and tobacco settlement funds, contending that AI's productivity gains concentrate among developers while costs fall on workers and communities.

Critics point to administrative hurdles: isolating AI-driven revenue in complex products, defining displacement amid other economic factors, and preventing tax avoidance. Supporters argue the tax could encourage thoughtful AI deployment - if replacing workers carries a financial obligation, firms may opt for hybrid models that augment rather than replace humans.

Amodei suggests an independent board to govern the fund, with transparent reporting and distribution through existing agencies. He acknowledges international coordination is needed to prevent profit shifting, possibly through G7 or OECD agreements.

Labor unions express cautious interest, stressing the fund should supplement - not replace - worker protections and collective bargaining. Economists remain split on AI's net job impact, but Amodei positions the tax as one tool among many, alongside education reform and public investment in new industries.

If AI adds trillions in economic value, even a small tax rate could generate billions annually. The proposal reflects growing recognition that AI developers must address societal ramifications, offering a concrete framework for distributing benefits more evenly - before widespread displacement creates irreversible social strain.
